Hope for the High Street strategy – Nexus Planning

Whilst the Autumn Budget has grabbed most of the headlines this week, the Government has also published Hope for the High Street, a new High Street Strategy built around six pillars: reasons to visit, get together, explore, return, move in and have confidence in our high streets.

Nexus Planning’s Principal Planner, Yasmin Darch, comments: “The Government’s Hope for the High Street strategy brings together a range of existing initiatives, but also sets out some important new proposals. Planning is central to its approach, from supporting town centre diversification and flexibility around Article 4 Directions to consulting on planning permission requirements for new vape shops and adult gaming centres. The proposed national Model Design Code for shopfronts and new guidance on the Agent of Change principle are also notable developments for the sector.

“One of the most interesting proposals is a town centre-first approach to public sector property. Encouraging council offices, health facilities and other public services to locate on high streets could help increase footfall, support local spending and unlock regeneration opportunities. The £125m Derelict Buildings Fund could also provide a valuable tool for bringing vacant landmark buildings back into use, particularly in centres facing the challenge of large empty department stores or heritage assets.

“Importantly, the strategy recognises that high streets have different roles and needs, distinguishing between office hubs, major shopping destinations, tourism destinations and everyday high streets. This is a welcome recognition that a single approach will not work everywhere. The challenge now is to translate that understanding into effective, place-specific policy and investment.”
