Supporting the District Through COVID-19

The COVID-19 pandemic was a defining moment for businesses, communities and city centres. Almost overnight, ways of working changed, venues closed, and the everyday life of the District was brought to a standstill. While life has since moved forward, the impact of that period is still felt, and it remains an important chapter in Birmingham Colmore’s story.

As an organisation created to support businesses within a defined place, the pandemic required Birmingham Colmore to adapt quickly and rethink how support was delivered. Our priority was to remain present, responsive and useful at a time of uncertainty.

From the outset, we acted as a trusted source of information. Guidance and regulations changed frequently, and we worked to keep businesses informed through regular updates, clear communications and signposting to the latest government advice. As business support packages emerged, we created an online hub to help organisations navigate funding, grants, rate relief and sector-specific guidance. Working closely with Birmingham City Council, we supported the swift distribution of financial support and helped businesses understand how to operate safely as restrictions evolved.

When in-person activity was no longer possible, we moved quickly to deliver connection in new ways. Our events programme shifted online, creating space for debate, learning and shared experience. We placed a strong emphasis on wellbeing, offering regular online sessions focused on physical health, mental wellbeing and balance during prolonged periods of isolation. At the same time, we found creative ways to keep people connected to the District itself through digital festivals, shared stories, food-led initiatives and more frequent community communications.

Throughout this period, our Street Operations Team remained a constant presence. While many worked from home, the team continued to safeguard the District, working with partners to support vulnerable people and ensuring buildings and public spaces were cared for during an unprecedented time.

As restrictions changed and businesses began to reopen, Birmingham Colmore focused on enabling a safe return and recovery. We supported the hospitality sector through advocacy, collaboration and shared campaigning, while continuing to guide businesses through changing regulations. We also played an active role in shaping temporary changes to the public realm, working with Birmingham City Council to create additional space for people to meet, move and trade safely.

Projects such as parklets, pavement widening and new spill-out spaces were brought forward at pace, helping the District adapt to new ways of working and socialising. These interventions not only supported businesses during reopening, but also demonstrated how flexible, people-focused public spaces could shape the future of the city centre.

Looking beyond immediate recovery, we began asking longer-term questions about the future of business districts. In partnership with the University of Birmingham, we explored what success might look like in a post-pandemic world, using this learning to inform our strategic direction in the years that followed.

COVID-19 challenged every aspect of city life. We are proud that, throughout this period, Birmingham Colmore remained committed to supporting businesses, maintaining a sense of place, and helping the District adapt with resilience, creativity and care.
